What a quotation can and cannot promise
Check a quotation for the scope, documents, and acceptance test it writes down, and treat an unstated date, performance, or result as not yet agreed.

Open the quotation and read the sentences that are printed on it. Those sentences can carry a promise: a scope, a document, or an acceptance check the seller agrees to perform. A sentence that is not on the page cannot carry one. An unstated delivery date, an unstated purity or file type, and any scientific result are outside what the quotation can honestly promise. This is a reading protocol. The writing protocol that produces the lines you are checking sits in how to write a laboratory sourcing enquiry. When the purchase is a study rather than a bottle, use the same reading habit on commissioning a sequencing or proteomics study. Send the file through laboratory procurement. University laboratories can start from academic research. A scope can be discussed by quotation request or by contact.
What you are deciding when you mark the page
You are deciding which obligations exist before anyone places an order. A quotation is a written offer against a written need. It is not a character reference for the seller, and it is not a prediction of your gel. Marking the page protects the next person who inherits the project. They should see what was agreed without reconstructing a call.
Three marks are enough. Written: the quotation states the line in words you can file. Excepted: the quotation states a different line and says so. Silent: the quotation does not speak to the line. Silent is the mark people most often promote into a yes. Do not promote it.
The three things a written line can carry
Scope is what will be supplied or done. For goods, scope is identity, quantity, grade or performance class, and storage class. For a study, scope is sample number, sample type, the steps included, the file types, and the steps excluded. If the quotation says "sequencing" and your enquiry asked for extraction, library preparation, sequencing, and a count matrix, then only the word that was written is in scope. The other steps are silent until a revision names them.
Documents are the records that make the scope checkable. A certificate of analysis for the lot, a safety data sheet, a calibration record, or a statement of the reference database used in an analysis are documents when the quotation agrees to supply them. A link to a general catalogue is not yet those documents. ISO 9001 is a public description of how organisations write requirements they can trace. It does not fill a blank on your quotation.
The acceptance check is the test the seller agrees you may use, or agrees to perform, before the offer is complete. Examples: the certificate fields will match the enquiry line; a balance will be verified against the masses you named; a data delivery will include the file type you named. The seller can agree to that check. The seller cannot agree, honestly, that your hypothesis is true.
What stays unknown while it is unstated
A delivery date is known when the quotation states one: a calendar date, or a number of days counted from a defined event such as receipt of your order or receipt of qualified samples. A date that is not written down is not a date. Words such as soon, priority, or standard dispatch are not a date either, unless the quotation defines them as a counted interval. Do not borrow a duration from a different product, a different season, or a colleague's memory.
Unstated performance works the same way. If you asked for a nuclease statement and the quotation describes the enzyme without that statement, you do not have the statement. If you asked for FASTQ and a count table and the quotation mentions data, you have the word data. You do not yet have the formats.
A scientific result is the third thing a quotation cannot promise. The goods can be the enzyme you specified. The study can return the files you specified. Neither page can promise a band, a significant contrast, a structure, or a clinical meaning. Sample quality, design, and interpretation remain yours. protocols.io is a public library of methods. Walk one quotation line by line
Suppose the enquiry had six numbers. One: Taq DNA polymerase, hot-start, supplier unit definition stated. Two: certificate with lot, activity, and a nuclease statement. Three: frozen storage class as the manufacturer states. Four: quantity in vials of a stated fill. Five: a delivery date counted from order. Six: acceptance as label match, certificate match, and a control PCR before release, with failure meaning quarantine.
A careful quotation might write lines one, three, and four, attach a generic brochure for line two, stay silent on line five, and say the control PCR is the buyer's work. Your marks: one written, two silent or only partly written (the brochure was not adopted as the certificate), three written, four written, five silent, six excepted in the sense that the seller has not agreed to treat the control as their acceptance duty. You may still run that control yourself. You may not pretend the seller promised its outcome, and you may not pretend a ship date exists.
If line two matters, ask for a revised quotation that names the certificate fields. If line five matters for a grant deadline, ask for a written date. Until the revision arrives, plan as if those lines are unknown. Ordering "to save time" against the silent lines is how a missing certificate becomes a surprise on receipt day.
For an outsourced study the same walk applies. A quotation that prices a run and does not state whether extraction is included has not promised extraction. A quotation that promises "publication-ready biology" has promised a result. Strike that phrase and keep the file types, the reference, and the contrasts, as the commissioning note describes.
The branch when a line is silent
Stop and classify the silence. If the silent line is mandatory for the science, request a revision and wait. If the silent line was only desirable, you may proceed and record that you waived it. Waiver is a written mark, not a shrug. If the seller took an exception you can live with, accept the exception in writing so the order matches the exception and not the original hope.
Do not fill silence with the enquiry. The enquiry asked. The quotation answers. Where they disagree, the later written agreement is the one you can enforce in ordinary laboratory practice: the revision both sides file. A verbal bridge is how two honest people remember two different deals.

Failure modes
The first failure is the adopted brochure. The quotation says "as per attachment" and the attachment is twelve pages of adjectives. Unless a sentence points at a certificate field, a storage class, or a file type, mark those items silent and ask for a shorter revision that names them.
The second failure is the remembered date. Someone writes the ship week into a laboratory notebook after a call, and the notebook becomes the plan. When the week passes, there is no document to point at. Put the date on the quotation or take it off the plan.
The third failure is the promised result. "Libraries will be complex enough for your paper" is a scientific claim wearing a commercial tone. Replace it with the process control the provider actually owns, such as a library metric they name, and keep biological success in the laboratory's own design. Measurement still needs a procedure; NIST laboratory metrology is a public place to remember that a number without a method is not yet a result you can defend.
Research use, safety, and what a seller does not own
A quotation for a research reagent can agree to a safety data sheet and a research-use label. It does not set your biosafety level, and it does not make the reagent a diagnostic kit. A quotation for a study can agree to handle samples under the containment you and your institution specify. It does not approve that containment. Your biosafety arrangements remain an institutional decision. Do not ask a seller to promise that a result will be safe to publish, clinically meaningful, or free of every biological surprise.
A note on planning without a written date
If the quotation is silent on timing, the honest plan says the timing is unknown. In a building where receiving closes early, or where a hot afternoon is a bad time to accept a frozen class, write the receiving window you need into the enquiry so a future quotation can agree to it. That window is still not a ship date. It is a condition you are asking the offer to include. Until it is written back, it is a wish.
What to ask for when you send the enquiry
Ask the quotation to answer each numbered line with a value, an exception, or a decline. Ask it to name documents and the acceptance check the seller agrees to. Ask it to state a date only if it can state one, counted from an event you both recognise. Place that request through laboratory procurement, with academic research as the route for a university group, and send it by quotation request or contact. A scope can be discussed. Read the answer with a pencil. Order against the marks, not against the tone of the covering note.
Read a quotation for what it actually agrees

Can a quotation promise that my experiment will work?
It can promise the scope, the documents, and the acceptance check it writes down. Your biology, your sample quality, and your analysis choices sit outside that page. A seller who writes a fold-change, a clinical meaning, or a successful clone into the quotation is promising a result the goods cannot carry. Strike that sentence and keep the checkable lines.
What if the seller stated a date only on a call?
Ask for the date to be written on the quotation, with the event it is counted from. Until that revision exists, the date is unknown. A call can explain a constraint. It does not become a promise by being repeated in your notebook.
Does a brochure attached to the quotation count as a promise?
Only the parts the quotation explicitly adopts. An attachment that the quotation does not point at is marketing. If you need a certificate field, a storage class, or a file format, the quotation should name it. Otherwise treat the field as silent.
